921.06 SERVICE CONNECTIONS.
   (a)   No person except an authorized employee of the New Lexington Water Department will be permitted to tap or make any connection with the mains or distribution line of the New Lexington Water Works.
   (b)   The Water Department will furnish the corporation stop, curb stop, curb stop box, up to 60 feet of tubing and 5/8 inch x 3/4 inch meter. All connections larger than 3/4 inch shall be at the rate contained herein. All services 2 inches and larger shall have a valved bypass around the meter and be compound meter.
   (c)   Where water mains are in streets, the service line will be extended from the main to the property line.
   (d)   Any service between the main and the curb stop which is broken or damaged by anyone other than an employee of the Water Department while performing work at these connections shall be exposed by trenching at the cost of the property owner. Repairs will be made by the Water Department at the expense of the property owner.
   (e)   In roughing in a plumbing job, a space that is designated as a "meter loop" must be provided at the proper dimensions for inserting the meter to be used. Meters not located in basements shall not be located over wood floors unless and except the property owner assumes full liability for damages to the floor through leakage. An approved valve must be provided by the owner inside the meter loop.
   (f)   Meters must be kept fully accessible to meter readers and other authorized employees of the Water Department and must not be permitted to become covered with or obstructed by rubbish or other material, regardless of whether such meters are located in meter pits, area-ways, cellars or utility rooms. Meters will not be permitted to be installed in coal cellars or any place subject to freezing.
   (g)   No arrangements shall be allowed whereby there may be any possibility of rain, river or other water flowing into the New Lexington water supply. No service pipe connected with the New Lexington water supply shall be connected with pipes supplied with water from any other source.
   (h)   When any premises are supplied with water from two or more standard services, such service must be provided with an approved back flow prevention device so that water can flow into the premises but cannot flow out through either of the services.
   (i)   No person except an authorized employee of the Water Department shall be permitted to open or close curb stops or gate valves. An authorized plumber making repairs to the service is an exception to this section. Any person found violating this section shall be subject to a fifty dollar ($50.00) fine. (Ord. 09-04.
