921.04 FIRE PROTECTION.
   (a)   The installation of fire protection service connections to supply water to stand pipes and sprinkler systems for Fire Protection only shall be permitted when applications and plans for such service have been submitted to the Water Department and approved thereby.
   (b)   All connections to the New Lexington Water Works Mains by industrial or commercial establishments for fire protection service must include a meter pit with piping and detector-type meter.
   (c)   Pipes intended for fire protection must not be tapped or used for the general water supply of any premises.
   (d)   All outlet valves on the fire protection line shall be sealed by the New Lexington Water Department and only opened in case of fire.
   (e)   When a seal has been broken, immediate notice must be given to the New Lexington Water Department.
   (f)   When upon inspection, any seal has been found broken from any cause whatsoever other than for fire protection, the water will be turned off, the Fire Department notified, and the water not turned on again until the sum of Twenty- five Dollars ($25.00) has been paid to the New Lexington Water Department as liquidated damages and expenses involved.
   (g)   In lieu of charges for water used in case of fire, the City will require the payment of One Dollar ($1.00) quarterly per inch of diameter of connection to the City mains. In addition, monthly charges at current water rates will be billed for any water registered by the detector-type meter.
   (h)   Fire hydrant rental shall be $100.00 per month plus current water charges for each individual hydrant for all public and private fire hydrants attached to the New Lexington Water System within the City limits. Hydrants outside the City limits will be billed at $200.00 per hydrant per month. Billing will be made monthly or if it has been arranged with the City.
   (i)   Fire hydrants are intended primarily for the use of the Fire Department, and such use must not in any way be interfered with. Permits for their use for other purposes are given reluctantly and only in cases where such uses cannot be avoided. Penalties for unauthorized use are provided by Ordinance.
   (j)   Penalty for Operating Fire Hydrants Unlawfully. Operating a fire hydrant and the drawing of water therefrom by unauthorized persons is prohibited. Violators of this rule will be required to pay an assessed fee of Five Hundred Dollars ($500.00) to cover expenses and damages incurred, as well as being subject to such other penalties as provided by law.
   (k)   No person except an authorized employee of the Water Department, Fire Department or Street and Sewer Department shall open, operate or remove the nozzle cap from any public or private fire hydrant to which water is supplied in whole or in part by the Water Department, or draw water therefrom except for the purpose of extinguishing fires without first having secured the necessary permits so to do.
   (l)   At the discretion of the City Administrator, a special permit may be issued for the use of a fire hydrant for securing a supply of water for construction purposes in case a permanent supply or connection will not be required, upon payment of charges for water to be used in accordance with the tariff of rates on file together with such hydrant fee established covering the use of the hydrant or hydrants. The right is reserved to revoke any permits for the use of fire hydrants.
   (m)   Fire hydrants used for construction purposes must have a reducing coupling and union attached to the nozzle of the hydrant, with independent valve for the regulation of the supply and a meter with an approved backflow prevention device. The main valve of the fire hydrant must be opened full at the beginning of work each day and remain open until stoppage of work for the day, with the water supply to be regulated by the independent valve. The fire hydrant is to be operated only by a spanner to be supplied by the Water Department. At the close of the day's work, the connections as herein before provided shall be completely disconnected so as to be available for use by the Fire Department, or at any other time when so required. The Water Department .at the expense of the user will repair any damage to the hydrant or hydrants occasioned by any act of the user or due to freezing.
