Upon receipt of a completed application for a personal possession permit, the City Admiiiistrator shall refer the application to the New Lexington Police Department to determine whether the applicant has been convicted of violating a local or state law prohibiting cruelty, neglect, or mistreatment of an animal or has within the past 10 years been convicted of or found responsible for possession, sale, or use of illegal narcotics. The Division of Police shall report its findings back to City Administrator.
In addition, if the applicant is seeking a permit for five or more exotic animals, the application shall be referred to the City Administrator, who shall inspect the premises at which the exotic animals are proposed to be kept.
