(a) At such time as there is a two-inch accumulation of snow and/or freezing rain, there shall be no parking on North or South Main Street within the City.
(b) Any motor vehicle in violation hereof shall be towed away at the expense of the owner of said vehicle.
(c) At the time of a two-inch accumulation of snow and/or freezing rain, the Mayor will call a parking emergency on North and South Main Street.
