(a) The parking of semi-tractor or truck and trailer assemblies or any other vehicle large enough to impede the normal flow of traffic upon the streets or by-ways within the City shall at all times be prohibited, unless the operator of such vehicle found parked upon a City street is then involved in the process of acquiring or delivering freight to or from a City customer.
(b) Whoever violates this section is guilty of a minor misdemeanor.
