1343.05 REGISTRATION AND REQUIREMENTS.
   (a)   There is hereby created a Residential Rental Property Registration System for the City of New Lexington that requires landlords of residential rental property units located within the City to register each of their rental units once each year, or more frequently upon a change in ownership or management.
   (b)   Every landlord shall register with the City Administrator in a manner and using a form substantially similar to the form as provided in Exhibit "A". The form will be made available in written form or by such other means as are appropriate, so that landlords may easily register rental units. There will be no fee for the registration of residential rental property units.
   (c)   Each residential rental property shall have an authorized agent physically located in Perry County if the property owner is not physically located in Perry County. The purpose of the Perry County authorized agent is to serve as a contact who will be available twenty-four-hours-a-day, seven-days-a-week and to act as a registered agent in order to accept service on behalf of the owner.
   (d)   The initial registration period shall be from July 1, 2009 and ending on January 1, 2010.
   (e)   Following the initial registration period, landlords are required to update the registration information on an annual basis on or before January 30 of every year. Any material change in the registration information, including but not limited to a change in ownership, must be updated by the filing of such amended registration information within twenty (20) days of the landlord's actual knowledge of the change in the information, or the landlord will be subject to a penalty as more fully set forth in Article 4.
