1331.05 REFUSE AND LITTER.
   (a)   This section establishes and defines the basis upon which refuse and litter shall be defined as a public nuisance.
      (1)   Refuse/litter as eluded to in this section shall include paper, brush, rubbish, tin cans, vegetation, garbage, trash, ashes, cartons, boxes, automobile parts, furniture, glass, wire, construction materials (wood, blocks, bricks, siding, roofing, etc.) or anything else of an unsightly or unsanitary nature.
      (2)   The owner of private residential property or vacant property, as defined in this section, shall be responsible for maintaining their property free of refuse and litter.
   (b)   Definitions.
      (1)   Private residential property: As defined in Section 1331.03 (b)(3).
      (2)   Vacant property: As defined in Section 1331.03 (b)(4).
      (3)   Owner: As defined in Section 1331.03 (b)(6).
      (4)   Total cost: As defined in Section 1331.03 (b)(5).
   (c)   Procedure for Finding a Public Nuisance. As defined in Section 1331.03 (d)(1) and (2).
 
   (d)   Appeal Procedure. As defined in Section 1331.03 (e)(1) to (3).
 
   (e)   Abatement of Nuisance. As defined in Section 1331.03 (f)(1) and (2).
 
   (f)   Remedies Not Exclusive. As defined in Section 1331.03 (g).
