(a) The person, firm or corporation which holds a contract with the City to collect and remove residential garbage and refuse shall pay to the City three percent (3%) of the gross revenues received from household subscribers. Payments shall be made semi-annually on January 1 and July 1 of each year.
(b) The person, firm or corporation shall make its books, vouchers, contracts and records available to the City Financial Director or the City Administrator upon reasonable request for the purpose of verifying the amount of the gross revenues collected by it.
