It shall be the duty of the City Safety Committee to monitor the collection of residential garbage and refuse. They are hereby authorized and directed to make such rules and regulations with reference to handling, collection and disposal of refuse as may be necessary, proper or convenient to facilitate the collection and disposal. It shall be the duty of Council to provide for the weekly collection of residential garbage and refuse.
