The following definitions are hereby adopted for the purposes of this chapter:
(a) “Garbage” shall include all putrescible (garbage) waste, except sewage and body waste, including vegetable and animal offal.
(b) “Refuse” or “rubbish” shall include non-putrescible non-liquid waste, such as ashes, cinders, tin cans, glass, bottles, rags, waste paper, wood and paper boxes, grass, tree and shrub trimmings, dead trees, tree limbs, trunks or stumps, large household objects and bricks. Concrete, plaster or other refuse from construction, remodeling or repairing of buildings is not considered to be refuse of the type to be collected under Section 953.02

(c) “Subscriber” means any household within the City.
(d) “Household” means the head of a family or one maintaining his or her separate living room or quarters in the City and shall include owners, tenants and occupants of all premises upon which garbage or refuse or both are created.
