(a) The Ordinances and Resolutions listed in Exhibit “A”, attached to original Ordinance 09-13, are applicable to and enforceable against the property owner at the location of the violation, and that violations by tenants shall be enforceable against the landlord of the property.
(b) When fines and penalties shall be assessed for the violation of the Ordinances and Resolutions covered by any Ordinance or Resolution which is subject to enforcement by this section, the City of New Lexington Administrator shall certify all fines and penalties to the Perry County Auditor and shall record with the Perry County Recorder a notice of lien on the premises, as a lien against the property in the amount of fines and penalties outstanding, in accordance with Ohio R.C. 743.04.
