The resources of the Building and Equipment Fund of the city’s Police Department may be used to improve the present location, prepare plans for new facilities, to purchase new equipment or to pay for the unforseen operating expenses, including the expenses of confidential investigations. The Fund is authorized to receive contributions, donations and gifts as well as civil forfeitures from criminal enterprises. Additionally, funds received from the sale of police cars shall not revert to the General Fund, but shall be placed in the Building and Equipment Fund of the city’s Police Department.
