(A) The city has the option and responsibility to either accept or reject, in writing, any proposed donation.
(B) All unrestricted donations received by the city shall be receipted into the city's general operating fund.
(C) Expenditure of unrestricted donations from the city's general operating fund may be made only after an additional appropriation has been provided for the purpose of the expenditure.
