It shall be unlawful for any person to engage in or carry out the business of massage unless that person has a valid establishment license issued by the city or qualifies for an exemption pursuant to § 117.03 of this chapter for each and every separate office or place of business conducted by such person. A person who has a communicable or infectious disease shall not work in any establishment licensed under this chapter.
