Any police officer, upon observing a violation of this chapter, shall record the name, address and full identification of the alleged violator, and shall issue to him or her in writing, on the form designated by the city’s Clerk-Treasurer, a notice to answer to the charge against him or her at a place and at a time at least five days thereafter, to be specified in the notice.
