(A) The provisions of this subchapter shall supplement any and all laws relating to fire safety and shall apply to all persons without restriction, unless specifically exempted.
(B) The provisions of this subchapter shall apply to existing conditions as well as to conditions arising after the adoption of this subchapter; except that, conditions legally in existence at the adoption of this subchapter and not in strict compliance therewith shall be permitted to continue only if, in the opinion of the Fire Chief, they do not constitute a distinct hazard to life or property.
(C) Where there is conflict between a general requirement and specific requirement for an individual occupancy, the specific requirement shall be applicable.
