A speed limit of 15 mph shall be declared the prima facie limit upon all streets and roads of the city park system; provided that, at or near hazardous or congested locations, a speed limit less than that specified in this section may be established, and traffic speed control devices installed, when deemed necessary by resolution of the Board of Public Works and Safety.
