It shall be unlawful for any person to abandon any vehicle on any public or private premises within the city or to leave any vehicle at any place within the city for such time and under such circumstances which would reasonably make such vehicle appear to have been abandoned. No person shall leave any partially dismantled, non-operating, wrecked or junked vehicles on any public or private premises within the city unless it is in a garage or other building. Businesses or persons holding a salvage license from the state’s Department of Environmental Management are exempt from this section.
