§ 30.10 ORDINANCES IMPOSING A PENALTY OR FORFEITURE.
   Every ordinance duly adopted by the Common Council imposing a penalty or forfeiture for the violation thereof shall, before the same shall take effect, be published as required by law, except if there is an urgent necessity requiring its immediate effectiveness, the Mayor proclaims the urgent necessity, and copies of the ordinance are posted in three public places in each of the districts from which members are elected to the Common Council.
