(A) Where such preliminary treatment facilities are provided, they shall be maintained continuously in satisfactory and effective operating condition by the person at his or her own expense and shall be subject to periodic inspection by the control authority.
(B) The user shall maintain suitable operating records which shall be open to inspection by the control authority, and shall submit to the control authority such monthly summary reports of the character of the influent and effluent as the control authority may require.
(C) All records and reports shall be retained for a minimum of three years.
(D) All industry, whether categorical or non- categorical industry, shall comply with all requirements of 40 C.F.R. § 403.12.
