Notwithstanding the provisions of § 51.004 of this chapter, the Board of Public Works shall have the authority to permit a property located outside the corporate limits of the city to connect to an existing sanitary sewer which is part of the city’s sewerage system when the property abuts, adjoins or is immediately contiguous to the street, alley or easement in which such sewer is located; and, provided, the property owner or occupant has complied with the requirements prescribed by § 51.003 of this chapter.
