The Board of Public Works of the city shall, in accordance with the statutes of the state and subject to the provisions and requirements of this chapter, make and enforce appropriate rules and regulations for the safe, economical and efficient management and operation of the city’s sewerage system, for the construction and use of sewers, building sewers, appurtenances and connections to the sewerage system; for the regulations, collection and refunding of rates and charges for sewerage service; and for the implementation of the provisions of this chapter.
