A comprehensive civil defense and emergency operations plan shall be adopted and maintained by resolution of the city’s Emergency Preparedness Advisory Council and approval by the Mayor. The plan shall be considered supplementary to this chapter and shall have the force and effect of law whenever a “disaster”, as defined in § 35.27 of this chapter has been declared.
