No expenditures shall be authorized, no purchases shall be made, and no funds shall be disbursed, except as shall conform to the requirements of this chapter. No sale or disposition of city property shall be made except as shall conform to the requirements of this chapter. Any person making or authorizing any nonconforming purchase, disbursement, or sale shall be personally liable for the full amount thereof, may be subject to civil or criminal penalties, and may be subject to forfeiture of elective or appointive office and/or termination of employment.
