All purchases shall be competitively bid except:
A. Personnel and all employment arrangements.
B. Contracts for professional services (engineering, architectural, medical, legal, consulting, etc.).
C. Supplies, materials, equipment, or services where the cost does not exceed seven thousand five hundred dollars ($7,500.00) in a single transaction or contract.
D. Supplies, materials, equipment, or services which can be furnished only by a single dealer or sole source vendor, or which have a uniform price wherever bought, or which are purchased from another unit of government at a price deemed below that obtainable from private dealers, or which are purchased through state contracts or other governmental purchasing arrangements, or which are purchased at a price below that available through state contracts or other governmental purchasing arrangements.
E. Commodities or services purchased from a public utility at a price or rate determined by the Oklahoma corporation commission, the federal communications commission, or other regulatory agency, or similar energy, utility, telecommunications commodities or services whose rates or tariffs are published and not subject to negotiation.
