It is the intent of this chapter to establish and to implement procedures to acquire and to dispose of property for the city. It is the intent of this chapter that the procedures herein established conform to Oklahoma law, creditable accounting standards, and sound management practice. Although certain responsibilities are assigned to various officers and employees, it is anticipated that information technologies and accounting software will perform and record most of the actual transactions, and that these technologies will be utilized to the fullest extent feasible to expedite the implementation of the processes herein described. The use of these technologies is specifically authorized and encouraged to the extent their application does not compromise the budget and control features required by law and by this chapter.
