There is hereby created a Planning Commission for the City. The Planning Commission shall consist of not less than five (5) members, all of whom shall reside within the City of New Cordell (the "City"). The members shall be nominated by the Mayor and confirmed by the City Council by simple majority vote. Each member shall serve for a term of three (3) years or until his or her successor takes office. When the commission is first appointed, the terms of one- third (1/3) of the members shall be for three (3) years, one-third (1/3) for two (2) years and one-third (1/3) for one year. Appointments to fill vacancies shall be for the unexpired term only made by the Mayor, with confirmation by the City Council. The members of the Planning Commission shall serve without pay. The appointed members of the commission shall be nominated and appointed solely with reference to their fitness and without reference to any party affiliation.
