A public use and natural resource conservation and management plan shall govern the use and conservation of the Cordell reservoir wildlife conservation and public use area. All plans and plan modifications shall be presented to the city council for approval at one of its regularly scheduled public meetings before the provisions of the plan or plan modification may be implemented.
