8-8-4: RESERVOIR MANAGEMENT BOARD:
   A.   Appointment And Purpose: The mayor, with the approval of a majority of city council members present at a regularly scheduled public meeting, shall appoint a Cordell reservoir area management board to provide planning assistance and advice on the conservation, management, and public use of the Cordell reservoir fish and wildlife management and public use area and to prepare fish and wildlife and public use plans, programs, and regulations and to present them to the city council for consideration.
   B.   Composition And Qualifications: The board shall consist of seven (7) members representing the following: one member representing the U.S. department of agriculture's natural resource conservation agency; one member representing the Oklahoma department of wildlife conservation's southwest regional fisheries office; one member from either the Oklahoma department of wildlife conservation's southwest regional wildlife division office or the Oklahoma department of wildlife conservation's Washita County game warden's office; one member representing the city administrator's office; and three (3) members representing citizens of the city who have a demonstrated interest, knowledge and experience in planning, operating, administering, and evaluating fish and wildlife conservation, management, and public use programs.
   C.   Term And Compensation: Each member, or his designee, shall serve a staggered five (5) year term. Noncity employees shall serve without special compensation from the city.
   D.   Organization: Members shall select a chair, vice chair, and recorder at their first meeting. The chair may appoint other subcommittees. Meetings shall be at the discretion of the chair, except meetings must be convened at least four (4) times per year.
   E.   Annual Report And Recommendations: At least annually, the board's chair, or designee, shall appear before the city council at one of its regularly scheduled public meetings to present a summary of its activities. The board shall also make recommendations to the city council at least annually concerning the management of natural resources and public use facilities of the Cordell reservoir wildlife management and public use area.
