The city council shall promulgate, invoke, create, amend, and enforce such rules, regulations, use fees, use conditions, and other requirements as it deems necessary or expedient in connection with the management of the Cordell reservoir fish and wildlife management area's (previously known as Adam's Lake) natural resources, and the public use of the Cordell reservoir fish and wildlife management area's natural resources and manmade facilities.
