Any administrative hearings for violations of the above referenced sections shall be before the mayor or an administrative officer designated by the mayor. A hearing shall be scheduled on completion and filing with the city clerk an application therefor, pursuant to the appropriate sections of this title, in accordance with the provisions contained therein.
