Unless otherwise provided herein, it is unlawful to burn any fire outside of any enclosed building in the city for the purpose of burning grass, trash, leaves, weeds, papers, refuse, garbage or any other substance except in an approved incinerator and except as may be allowed by the city fire code and any applicable state or city regulations.
