(a) No minor under the age of eighteen years shall loiter, idle, wander, stroll, or play in or upon the public streets, or other public places, places of amusement and entertainment, vacant lots or other unsupervised places, between the hours of 12:00 midnight and 4:30 a.m. of the following day, official City time; provided, however, that the provisions of this section do not apply to a minor accompanied by his parents, guardian, or other adult person having the care of and custody of the minor, or where the minor is upon an emergency errand or legitimate business directed by his parents, guardian, or other adult person having the care and custody of the minor. This section shall not apply to military personnel of the United States.
(b) The parent, guardian or person having the legal custody and control of any minor violating any of the provisions hereof shall be deemed guilty of a misdemeanor, and shall be fined not more than fifty dollars ($50.00).
