311.06 CONSTRUCTING OR PLACING UTILITIES, FACILITIES OR OBSTRUCTIONS WITHIN PUBLIC RIGHT-OF-WAYS.
   (a)   For all utilities which will be placed on public right-of-ways, the entity seeking to establish or construct utilities on those right-of-ways shall first obtain permission from the appropriate officer of the Village.
   (b)   The Village shall have the authority to require that the utilities or obstructions to be buried, moved or require other restrictions which would work to satisfy Council’s concerns for the health, safety and welfare of their citizens along with improve and protect the beauty of the Village.
   (c)   No utilities, facilities or obstructions shall be placed anywhere in the Village without first obtaining a permit from the appropriate Village authority.
   (d)   Any person, firm, or corporation guilty of violating the provisions of this ordinance shall be guilty of a fourth degree misdemeanor punishable as permitted by the Ohio Revised Code.
