(a) The Village Administrator and/or the Chief of Police are hereby authorized to make necessary arrangements to enter onto private property after notifying the owner of record in order to correct certain conditions detrimental to the health, safety and welfare of the Village including removal of trash and rubbish, fencing, securing buildings or property, and excavation or demolition.
(b) Owners shall be charged for any cost involved in carrying out this section including: clean up, hauling and disposal fees, fencing or securing a building or property, and excavation or demolition.
(c) Owners of record shall be served notice as required by the Ohio Revised Code.
(d) Any costs that are unpaid thirty (30) days after an invoice is mailed to the owner of record may be certified against the taxes of the property.
(e) If this section amendment or any portion thereof is held to be invalid by any court of competent jurisdiction, said decision shall not affect the validity of the remaining provisions.
