(a) Garbage: means any animal or vegetable waste resulting from handling, packaging, preparation, or consumption of food.
(b) Rubbish: means all rejected or unusable waste matter including but not limited to paper rags, clothes, boxes, plastic, toys, furniture, automobile or machinery parts, appliances and parts, glass, carpets, oil, scrap metal, lumber, pottery, building components, or any other similar material.
