The owner, manager, or person responsible for any vacant property or any property containing two or more dwelling units shall maintain the exterior of all premises in a clean, safe condition free of any accumulation of rubbish or garbage except for that stored in approved containers with tight-fitting lids. Owners or managers shall be responsible for providing and maintaining adequate approved containers. (Ord. C-7-92-1. Passed 7-13-92.)
