945.10 BASIS AND METHOD OF PAYMENT.
   (a)   The refuse hauler shall be responsible for billing and collection of fees.
   (b)   Refuse haulers shall furnish the Village with a copy of their current rate schedule and shall inform the Village prior to any change in rates.
