(a) Hours of Operation. Collection of refuse shall not start before 6:00 a.m. or continue after 7:30 p.m. on the same day. Exceptions to collection hours shall be effected only upon the mutual agreement of the Village and refuse hauler, or when refuse hauler reasonably determines that an exception is necessary in order to complete collection on an existing collection route due to unusual circumstances. (b) Routes and Schedules for Collection.
(1) Residential refuse shall be collected regularly in the Village on Wednesday only, between the hours of 6:00 a.m. to 5:00 p.m., except when a legal holiday occurs or weather problems occur on the collection day, may be changed for that week only.
(2) Commercial refuse and special residential pick-ups may be collected Monday through Saturday between the hours of 6:00 a.m. and 8:00 p.m.
(3) No refuse collection vehicle exceeding one rear axle shall use or be permitted to use or travel on the following residential streets except with special written permission from the Chief of Police.
Any alley that is not a necessary route for commercial refuse collection: Fairview Drive, Barrington Ridge, Garfield Avenue, Harper Street, Maple Avenue (between Layton and Franklin), Cherry Lane, Franklin Avenue, W. High Street, Highland Avenue, Westview Drive, Longview Lane, McCall’s Lane, Hillcrest Drive, Lincoln Lane, Snoots Lane, Lowery Lane, Montgomery Blvd., Paden Drive, Eastview Drive, Mulberry Lane, Hawthorn Lane, Buckeye Drive, Chestnut Alley and Fern Ridge Circle.

(c) Complaints. All complaints shall be made directly to the refuse hauler and shall be given prompt and courteous attention. In the case of alleged missed scheduled collections, the contractor shall investigate and, if such allegations are verified, shall arrange for the collection of the refuse not collected within 48 hours after the complaint is received.
(d) Collection Equipment.
(1) The refuse hauler shall provide an adequate number of well maintained vehicles for regular collection services. All vehicles and other equipment shall be kept in good repair, appearance, and in a sanitary condition at all times.
(2) Each vehicle shall have clearly visible on each side other identity and telephone number of the refuse hauler.
(e) Recycling Containers. The refuse hauler may provide to each residential unit reusable containers or collect recyclables in other designated bags or containers normally used for refuse collection. These containers shall be used for the sole purpose of holding recyclable materials for collection.
(f) Yard Waste Bags. Yard waste may be placed in the specified bags as defined by the refuse hauler.
(g) Office. The contractor shall maintain an office or such other facilities through which it can be contracted.
(h) Hauling. All refuse hauled shall be so contained, tied or enclosed that leaking, spilling or blowing are prevented.
(i) Disposal. All refuse collected for disposal shall be hauled to an EPA approved disposal site. The charge for disposal shall be included in the rate set forth in the proposal for each residential unit serviced by the refuse hauler.
(j) Marketing of Recyclables. The refuse hauler shall be responsible for marketing all recyclables collected. Disposing of recyclables collected, within the Village, in a landfill shall be prohibited and may result in permanent revocation of all licenses.
(k) Notification. The refuse hauler shall notify all producers about complaint procedures, rates, regulations, and day(s) for scheduled refuse collection.
(l) Education and Promotion. The refuse hauler shall be responsible for all education and promotional activities related to the collection of solid waste, yard waste and recyclable at their own cost.
