929.16 CHARGES AND RATES.
   For the use and the service rendered by said sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the Village Sanitary Sewer or otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary sewerage system of the Village of New Concord.
   (a)   The sewerage rates and charges shall be based on the quantity of water used (based on water meter readings) on or in the property or premises subject to such rates. Sewerage service bills shall be rendered once every two (2) months (or period equaling two (2) months). The schedule of which said rates and charges shall be determined as follows for the January 1, 2008 billing.
Users within the Village of New Concord Corporation limits:
   $6.00 per 1,000 gallons
   Minimum bi-monthly charge = $24.00
Users outside the Village of New Concord Corporation limits:
   $12.00 per 1,000 gallons
   Minimum bi-monthly charge = $48.00
Users outside the Village of New Concord Corporation limits that are a bonafide public sewer district with a master meter:
   $10.50 per 1,000 gallons
   (b)   Users whose water flow is not metered and or users without an approved water meter shall be required to purchase and install a meter approved for sanitary sewer flow.
   (c)   Effective beginning with the January 1, 2009 billing period and continuing indefinitely thereafter on an annual basis for the January 1, billing period the rates included in subsection (a) hereof shall increase the amount equal in percentage to the Consumer Price Index Rate of Inflation as published by the United States Department of Labor Statistics for the previous 12 months.
   (d)   Property owenrs shall be responsible or meter and all labor, equipment, materials, and permits to install the tap. Sewer taps shall be installed using methods and materials approved by the Village and County Health Department. All sewer taps shall be inspected and tested as required by the Village prior to use.
   (e)   The property owner shall be responsible for proper maintenance and repair of all sewer lines and appurtenances including the tap and any subsequent damage to a sewer main caused by tapping the sewer main.
