(a) The phased water rate increase for In-Town customers will take effect on January 1, 2017 and January 1, 2018 as per the table below:

(b) The phased water rate increase for Out-of-Town customers will take effect on January 1,2017 and January 1, 2018 and will remain at two times the water rate for In-Town customers.
(c) The annual 3% water rate increase, as established by Ordinance D-1-09-1, will be suspended during 2017 and 2018. The annual 3% increase will be reinstated on January 1, 2019. The annual 3% sewer rate increase will remain unchanged.
(d) Revenue from the 2017 and 2018 water rate increase will be used to pay down debt for immediate water system improvements, fund an additional treatment plan operator position and create an annual capital improvement fund for future water system capital improvements.
(e) Effective January 1, 2018 all Village of New Concord water customers will pay the same rate per 1,000 gallons of water, regardless of their individual usage amount. All In-Town water customers will pay a rate of $9.25 per 1,000 gallons, with a minimum bill of $37.00. All Out-of-Town water customers will pay a rate of $18.50 per 1,000 gallons, with a minimum bill of $74.00.
