(a) No person, firm or corporation shall cut, dig or excavate in any Village street, alley or right-of-way without first obtaining a street cut permit.
(b) No permit shall be required for public utility companies or for contractors employed by the Village, however all street or alley repairs shall meet or exceed all Ohio Department of Transportation specifications.
