711.99 PENALTY.

Whoever violates or fails to comply with any provision or requirement of this chapter shall, for the first offense, be guilty of a misdemeanor of the fourth degree. Upon conviction for a second or subsequent offense, such person shall be guilty of a misdemeanor of the first degree.
