(a) Building numbers shall be conspicuously displayed at the front of every house, residence, factory, workshop or place of business in the Village with numerals large enough to be easily distinguished from the thoroughfare in front of the premises.
(b) No person owning or occupying a house or building fronting upon any thoroughfare in the Village shall fail or refuse to cause the same to be numbered as provided by the provisions of this section after receipt of fifteen days notice from the Mayor.
