1315.11 FEES.
   (a)   A fee shall be charged by the village and collected by the Village Building Commissioner for each building permit issued by the village. The amount of such fee shall be as follows:
      (1)   New single-family or multiple-family dwelling:   $ 35.00
      (2)   Additions, alterations, improvements, siding, garages, sheds, etc., including but not limited to sidewalks, patios, slabs and driveways:   20.00
      (3)   Commercial, industrial and institutional buildings additions:   100.00
      (4)   Commercial, industrial and institutional buildings new construction:   200.00
      (5)   Erection of a fence:   10.00
      (6)   Certificate of occupancy:   15.00
      (7)   Demolition permit:   15.00
      (8)   In-ground swimming pool, tennis court or other outdoor recreational facility:   20.00
      (9)   Curbing, public sidewalks and driveways in the street right-of-way:   0.00
      (10)   Curb cuts, plus $1 per foot over 15 feet:   10.00
      (11)   Lot splits:   25.00
      (12)   Mobile home permits (SDMH)   100.00
      (13)   Manufactured home permits (RDMH)   100.00
   (b)   Any work performed, subject to these building permit regulations, within the village, without the prior issuance of a permit, will be charged a minimum additional fee of twenty percent (20%) of the required fee or ten dollars ($10.00) whichever is greater.
   (c)   The Village Building Commissioner's Office at the issuance of such building permit shall laminate a copy of the approved permit. Said laminated permit shall be displayed at the work site in plain view from the nearest possible roadway but not within the curbstrip. Replacement copies of the laminated permit shall be issued by the Village Building Commissioner's Office at a cost of three dollars ($3.00) to the applicant.
   (d)   Building permits are valid for 180 days after the date of issuance; thereafter the applicant must reapply for another permit.
   (e)   All unused building materials and/or debris must be removed from the worksite at the expiration of the building permit.
   (f)   The contractor and/or property owners can be held in violation of this section and violation of this section constitutes a minor misdemeanor.
   (g)   During the normal course of their duties, all village employees are required by this section to report any activity which they perceive to be in violation of this section. The Village Building Commissioner's Office will direct the Police Chief or Street Commissioner to investigate any complaints or allegations concerning the issuance or non-issuance of building permits.
   (h)   The Mayor's Office, with the approval of the Village Council, may waive building permit fees for schools, churches or other community service organizations.
