945.01 DEFINITIONS.
   For the purpose of this chapter the following words and phrases shall have the following meanings:
   (a)   “Curb strip” means the area of property that routinely exists between the street and/or curb and the public sidewalk of a property.
   (b)   “Rubbish” means trash, junk, garbage, useless waste, rejected or unused matter, organic or inorganic refuse, rejected or waste food, offal, swill, ash, yard clippings, branches, leaves, manure, sawdust, unused or unusable building materials, tires, wood, and unused or unusable vehicle parts.
   (c)   “Unused/unusable building materials” means:
      (1)   With building permit. Building materials which remain on property for six months and which are not screened (including a tarp covered from view).
      (2)   Without building permit. Building materials that are not screened from view, which are not removed or screened (including a tarp) covered within thirty days notice and order from the village.
      (3)   After completion or abandonment of work. Building materials that remain on property for thirty days or more after completion, suspension, or abandonment of work.
   (d)   “Village” means the Village of Newcomerstown.
   (e)   “Violations,” with regard to violations occurring over more than twenty-four hours, each day of the occurrence shall be a separate violation.
