(a) The price to be charged for water furnished by the Village Water Department to all consumers in the Village of Newcomerstown, Ohio on all billings payable after May 1, 1999 for March water usage are hereby fixed as follows:
(1) 1,500 to 20,000 $2.81/1000 $2.95/1000 $2.98/1000
(2) 21,000 to 35,000 $2.74/1000 $2.88/1000 $2.91/1000
(3) 36,000 to 50,000 $2.68/1000 $2.81/1000 $2.84/1000
(4) 51,000 to 75,000 $2.60/1000 $2.73/1000 $2.76/1000
(5) 76,000 to 100,000 $2.53/1000 $2.66/1000 $2.69/1000
(6) 101,000 to 200,000 $2.48/1000 $2.60/1000 $2.63/1000
(7) 201,000 and over $2.39/1000 $2.51/1000 $2.54/1000
(b) The prices to be charged for water furnished by the Village Water Department to all consumers outside the Village limits on all billings payable after May 1, 1999 for March water usage be and the same are hereby fixed at an additional thirty-seven percent (37%) of the rate charged to metered customers situated in the Village of Newcomerstown as set forth in division (a) of this section. (c) The Village shall levy a surcharge of six dollars and fifty cents ($6.50) per month on each user's water bill effective January 1, 2022. The revenues raised by the additional surcharge levied by this division shall be used exclusively as follows:
(1) $.25 to pay for wellhead protection plan
(2) $6.25 to pay for capital improvements
(d) This surcharge shall terminate after 60 months of collection.
