(a) No permit to make an opening in the Village streets or alleys of not more than two feet by three feet shall be issued until a fee of twenty-five dollars ($25.00) is paid for such permit and, in addition, the applicant shall be required to post a cash bond to the Village in the sum of one hundred twenty-five dollars ($125.00) to guarantee replacement of the street or alley to its original condition. This bond is to be declared forfeited by the Mayor if the street or alley has not been replaced to the satisfaction of the Mayor and Street Commissioner within 120 days from the issuance of the permit. In the event that the street opening will exceed the size of two feet by three feet, the bond required shall be at the rate of ten dollars ($10.00) per running foot of street opening.
(b) For openings in curbs for the purpose of installing a driveway, the permit fee will be twenty-five dollars ($25.00). Driveways will be installed in accordance with drawings located in the appendix.
(c) This section shall not apply to public utility corporations which shall receive permits directly from Council on such terms as Council may fix.
