The fee payer shall pay the transportation impact fee required by this chapter to the City Treasurer or his or her designee prior to the issuance of a building permit for any commercial, industrial or residential structure within a development, subject to the provisions of the code of ordinances, or prior to the recording of a final plat for any subdivision. No such permit may be issued or plat recorded for any such activity until the required fee is paid.
