(A)
The minimum design criteria for all public water facilities shall be the latest edition of the state's Administrative Code, Title 252, Ch. 626, "Public Water Supply Construction Standards, Oklahoma Department of Environmental Quality (ODEQ)".
(B) All plans pertaining to distribution and treatment of public drinking water must be approved by ODEQ. The developer will be responsible for the ODEQ plan review fee.
(C) If a water line is within two feet vertically or ten feet horizontally of a sanitary sewer, ODEQ requirements shall govern.
(D) Water lines shall be on the south or east side of right-of-way, eight feet off property line on curb and gutter streets, or five feet off edge of paving on streets with bar ditches, unless otherwise approved.
(E) The minimum size of water line on all section lines and arterial streets shall be 12 inches in diameter, and eight inches in diameter on quarter-section lines and all collector streets. In all other locations, water lines shall be at least six inches in diameter, except at dead-end streets beyond the last required fire hydrant. Fire hydrants or two inches flush hydrants shall be installed on all dead-end lines. Water lines in cul-de-sacs shall be looped with two inches PVC.
(F) Maximum permissible depth of cover is eight feet, and minimum cover is three feet.
(G) Centerline grade above water lines and curb grade, or centerline of street grade, shall be shown on profile.
(H) A dead-end six-inch water line shall supply a maximum of one fire hydrant; a dead-end eight-inch water main shall supply a maximum of two fire hydrants. Longer lengths shall be looped.
(I) All fire hydrants shall be located in street right-of-way or easement. In a platted residential subdivision, all fire hydrants shall be located at the lot line, or lot line extension, and at the finish grade elevation at the point shown on the plans.
(J) Except as herein provided, a fire hydrant shall be located between three feet and six feet from the back of curb (or edge of pavement) to the centerline of the barrel.
(K) Fire hydrants may be located more than six feet from the back of curb (or edge of pavement) only if the following conditions are met:
(1) In no case shall the fire hydrant be located greater than 15 feet from the back of curb (or edge of pavement); and
(2) A blue reflective indicator shall be placed in the center of the street at the fire hydrant.
(L) Fire hydrants shall be placed at each street intersection, at water main termination points, and at other locations so that the distance between them does not exceed 600 feet. This distance shall be measured in the street as fire hose laid down from a fire vehicle. Fire hydrants shall be located such that all proposed or existing building sites are within 500 feet of fire hose laid down from a fire hydrant.
(M) All fire hydrants shall be located apart from buildings and shall be fully accessible from paved driveways, streets, and fire lanes. Steamer nozzle shall face the street.
(N) The fire hydrant's connection to the water main shall be in accordance with the city's standard detail drawings (See App. A to this chapter). All fire hydrants shall be installed with valves to isolate the fire hydrant.
(O) All PVC water pipe shall be ASTM D2241, Class 200.
(P) PVC water pipe shall have one #12 copper tracer wire attached to the top of it. Wire shall connect to the weatherhead per the standard detail drawings (See App. A to this chapter). Tracer wire shall also be connected to SF galvanic anodes placed at 500-foot intervals along the water line and at the end of the waterline when used with ductile iron pipe.
(Q) HDPE water pipe shall be DR 11, IPS with fused M.J. adapters.
(R) Cover over water lines at creek crossings shall be four-foot minimum. Water lines shall be restrained joint pipe or HOPE through the creek area.
(S) All road crossings shall have steel casing. Steel casing shall have an inside diameter at least four inches larger than the largest O.D. of the carrier pipe. Water lines shall be restrained joint pipe or HDPE through the casing. Existing roads shall be bored. Proposed roads may be open-cut with standard bedding material as defined in the standard detail drawings (See App. A to this chapter).
(T) For new subdivisions, the contractor shall install water service lines across streets per the standard detail drawings (See App. A to this chapter).
(U) Disinfection of all new lines shall be in accordance with the latest revision of AWWA C651. New lines shall not be placed into service until two consecutive samples taken at least 24 hours apart produce satisfactory bacteriological results.
